b. The Financial Arrangements

The Panama Canal Authority and the Port Operators, require that payment to cover Canal transit and or port expenses be made in full prior to the commencement of any transaction taking place, whether it be Canal transit, bunkering or cargo operations. It is therefore imperative that sufficient funds be transferred and in the Agency's possession prior to the arrival of a vessel. Should a vessel arrive without sufficient financial coverage being receive, she will be held at the anchorage until the financial requirements have been met.

Although pilotage for Canal transit is covered within the Canal tolls, the Panama Canal Authority does make a charge in certain instances such as pilotage outside the Atlantic breakwater, pilotage to anchorage in a designated area (Atlantic or Pacific) or movements within the harbours. Pilotage for berthing is compulsory.

The financial deposit required is to cover all normal transit and port expenses, agency fees, general and related out of pocket expenses. Should cash advances, repairs, stores, etc. be required then additional funds must also be remitted in a timely manner to cover these requirements.

Disbursement accounts covering a vessel's activities will be compiled and forwarded approximately six weeks after departure.

Effective 7 June 2016 and until further notice for vessels transiting the Panamax locks the maximum authorized transit draft is set to 12.04m (39.5 feet) TFW * deepest point of immersion.   * Some Vessels because of hull configuration (Bilge keel radius) are not allowed transit at this draft. Effective 18 October 2016 and until further notice for vessels transiting the Neo-Panamax locks the maximum authorized transit draft is set to 13.72m (45 feet) TFW deepest point of immersion. - (Advisory A-55-2016)
